Cps3 and cps2 use the same kick harness. Make sure the Capcom I/O is set to 2 player. Open the metal case and there should be a switch by the jamma edge

I'm assuming you have solder and an iron? Just heat up the old solder on the leg of the ic and add more solder to it

That board look a little odd to me. The font does not look like og snk. You can touch up on the solder of the M1, V1, V2. If you know someone with a programmer you can verify those roms. If those test ok you have a bad pcm chip.

I fit this bill. Growing up in Toronto and immigrating from another country my family did not have a lot of money. I always enjoy watching. When I did get money to play, most of the time I saved it for candy. This could explain why I have more fun repairing than playing

That is beyond my skill set. From the few repair post I have read about this, they swap it out from a parts board. Like you said, I would find someone local that has a Naomi setup and test it that way. Seeing as you don't have much time for a eBay refund.

I was thinking metal case only due to the naked pcb picture. Metal case one are house of the dead 2 which use a special bios. I changed my mind when I saw the bios revision. The ic you have the ??? Over is ic64. If you remove that hot glue you will see the silkscreen

Ic64 is a small smd ic above the serial tag inside the Naomi mobo. It's next to the yellow circle sticker and it has 2 resistor hot glue to it. Did your came with a metal case?
PS: Nvm you have revsion G bios. If you have a programmer you can test that. It's a 27c160

Hmm. My guess it's looking like IC64. You do have a rev 1 Naomi 1. From what I'm reading those are more prone to failure

Look like your capcom I/O has the power cable. You should be fine powering everything off of that. Measure the 3.3V on cn2 as that power rail parallel cn1

Check your 3.3V. Naomi are very picky about the 5V (do not go over 5.1 or you risk damaging the buffer ic) and 3.3. Look at the pins on the cart carefully. Sometime those little bugger poop out.
